Jenner was born in San Diego, California, on November 5, 1955, as the older of two kids to Mary Jo “M. J.” Shannon and Robert True “Bob” Houghton. Her mom ran a children’s clothing store, and her dad was an engineer.

When Jenner was seven, her parents split, and she and her younger sister, Karen, were raised by their mom. Later, their mom married Harry Shannon, who became like a dad to them. Jenner gained a half-brother, Steven “Steve” Shannon through this marriage.

The family moved to Oxnard, California, but faced financial troubles when Shannon’s business partner took off with the money. They returned to San Diego, where Jenner helped out at her mom’s store.
